Two different, but not separate. Like said before, I see them going hand to hand. One is important for the other, they are often related. Least not forget that serious and well-thought roleplay within itself has constraints which help player being responsible to what he/she does in the game. So don't be quick cutting one from another, there are bonds holding them together and I'd rather have it that way. Most of the time one is shown through the other and vice versa. Roleplay too varies from ship class as well actually, for example to roleplay battleship using one-man fighter model would look quite off the mark. Much like there are ship classes so there are also roleplay models, those models vary from each other and have different implementations, and so forth. To some certain models are easier to play than the others, hence wide choice of what you can be here. But limits exist nonetheless, there are always borders.
As I personally see responsibility and roleplay going along together for most of the time I think it is required to be both responsible and good roleplayer when it comes to big guns in general. Doesn't mean that anything less can be ooRP, not at all (and where did that extreme came from anyway?). Bigger guns - bigger responsibility, but also roleplay that reflects ship class accordingly. I wouldn't put roleplay models on one dimensional scale, but also wouldn't say there is no difference too.
