When it comes to the reimbursement, I can understand your points and would agree with most of it. On the other hand, while no direct attack took place, the administration of the base felt endangered for several hours until everything was cleared out and that - at least so far it seems so - went to the emergency decision to construct the weapon platform without proper permission, for which now the owner Krüger Mineralien will be fined. Thus they could argue that your action caused them some costs and financial damage.

However, payment of the reimbursement is not an order at this moment, just offer which you will or will not use. As I said previously, it can be taken as a mitigating circumstance when punishment will be considered, and as you may or may not know, there is also political aspect because some members of the government and the Bundestag are watching this case and asking about it.
