I think that's the point as "unregistered" the Bret forces can RP it however they want. Whether there are "wanted criminals on board" or not. Isn't that all these events are anyways? just a means for RP to happen we should be more open to create elements in these than just making the event coordinator come up with EVERYTHING. Although i do find it hilarious that neither side really wants to touch 0-49 with a ten foot pole haha.

But those criminals would be still under Zoner administration, the same administration who's evacuating the planet, so they don't want to stay at the Bretonia jurisdriction. So it shouldn't be Bretonia problem. They could request the extradiction later or before this event.

The refugee transports are just a RP element. Reflecting the situation of an on going evacuation.
BAF is only suppose to be there, may scan the transport, may even have the intention to help them.
The Zoner force is the "aggressive" part in this and attacks BAF. It is a RESISTANCE force.

Aahhh ok. But there's another problem. Zoners are pacifists and the only enemy they "declared war" are the Nomads and they could also attack in self-defense. Why some Zoners "extremists" should declare war on a house that has just said "please go away that we don't want to be Gallic slaves" and not "Ok zoners, we hate you because yes and we want to rival the Corsair about the enemies number!"? If the answer is "Because it's considered an aggression for the zoners" so this is the proof that a very pacifist faction (like zoner vanilla) never existed.
