4.4 Every char must have only one type of ID equipped and they must play to that ID. Ship and equipment infocards which specify their use on a specific ID or specific ship must only be used on that ID or ship. In all other cases where these restrictions and allowances conflict with the server rules, the ID overrides the rules except as described in 4.5
4.5 Nomads are allowed to be engaged by all non-nomad IDs regardless of engagement rights except for the Neutral and Recruit IDs.

3.7 Characters of level 29 and below or ships using a Recruit ID may not be attacked unless they:
Attack first by draining the shield down to 50% or firing a cruise disruptor.
Are at the scene of a battle and refuse to leave when told to leave.
Take an active part in a roleplay interaction.
Possess a codename (Class 9) weapon.
Attack a player base.
That says those at or under 29 must not be attacked - it says, essentially, nothing about having a PvE-only character.
Also, everyone starts much higher than 29 now. My character K_Bank, in fact, started at Level 39 - so technically, he could be attacked right out of the starting gate.
That said, this rule is still taken as valid and will be adhered to.
But you're not referring to that. I probably shouldn't include a new tag, such as PKN, since the "group" isn't a true faction. It's just a group.
It's more organized than a "true" group, and it's less organized than a "True" faction. It's in between.
One of my compatriots on the server, mentioned that I should talk to one of you guys to make this "Peacekeeper Nomad" thing "official" so that's what this is all about.
