Denied, based on:

Zone-21 minefield in New York and entire Virginia system (with exception of Texas Jump Gate-Richmond Military Academy stretch) are restricted to all those without proper authorization. Those who have this authorization know that they do. There are no exceptions or exemptions. Trespassers will be dealt with using lethal force.
