On consideration of your request to begin construction of Trade Center Lubeck in Saigon Orbit, and finding it in accordance with the objectives of the Kriegsfuhrungsplan Kusari, proposed location and nature of the work is considered acceptable. As this station is contracted under the Entwicklungsprogramme NP, the usual registration is indeed waived - on the provisions stipulated within the original contract.
