Gammu Drone docking Bay???

Hi im a bit confused, i bought a Gammu Cruiser and it has a hardpoint that says "Carrier bay" and i found at the Livadia Shipyard in Omicron Kappa two dockingbay modules, the light and the heavy Dronebay Module, but i cant buy them it just say there is no Hardpoint capable of this???
I allready know that normaly Dockinbay modules will be build on Playerbases but so i can see Gammu is simular to the Nomads not a normal faction...
So my question is, did i do somthing wrong?
Is it just a bug or remains from an older mod version?
