Ibiza shouldn't become a large shipyard if at all, because it's in a vulnerable position; the Outcasts have Corsica, which produces everything we have at the moment. Corsica is as big as the ring at least and can take the slot, and we'll have slots for three of the four ships we have. Destroyer, Battleship and Dreadnought on Corsica, Gunboat on Ibiza. Makes more sense to let the big shipyard produce all the big ships and leave the smaller ones to a smaller facility (and newer, since the Outcast Gunboat is a different kind of shipbuiling from the bigger capships). No, it's NOT just because I'm a power-hungry maniac.
