I. Konnichiwa High Command of the Gallic Royal Navy. We are certain you're aware of this sudden meeting of your and my agents in one of your systems, Leeds. Let me first introduce myself. I'm Admiral Aozora Aomi of the Kempeitai, to be more precise I am first leader of the Kempeitai. Report that I got from one of my agents made me pretty excited. Report was done by Veteran Agent Anzai Kin, who met several your pilots in system of Leeds. Our Agent Anzai has been working in Leeds and other systems for some time, but hidden. She decided to show herself to your forces and get something nice out of everything, which is exactly what happened. After ma'am Anzai talked with your forces, explaining nearly everything, your forces decided not to take any actions against my Agents. I found this very kind from you, and I am hopping to improve our relations. I must to let you know that Kempeitai won't interfere in any operations without my express permission. This means our Agents won't even think of harming your forces, nor any other forces which I did not give permission to.

II. Since our Veteran Anzai asked for permission to dock with your stations, answer was no which was totally expecting due to fact such permission can't just be given in space without any proper dialogue or whatsover. Since I opened this communication channel only for us two organisations, I would like to see if you would allow our agency ships to dock with your stations. Of course, we are already willing to return the favour by allowing your ships to dock with our bases. However, we don't want to roam around your ships to spy or whatever you think, we will just like to send some of our agents there, to attempt to improve relations with your people as well as to sometimes repair our ships due to sudden space events and radiation. I would also let you know that our other Kusari companies that are exlusively there to supply people, you can also consider us as such. We got transports that are ready to take deliveries to certain bases, and we got you on our list, however we need your permission.

III. All of these mentioned, probably can lead us to a great partnership. We are not just wanting to improve relations between your people and Kempeitai, but to Kusari itself. Kusari from its recent year's been working hard to improve relations with your people, by supplying them and other. However, we would like to ask if you would give us permission to roam around your space in Gallia and its borderworlds, you can have our word we won't be causing any conflicts, therefore we only have good intetions towards you and your people within Gallia.
