The problem with that statement is the nature of Cardamine itself. It's present in the biosphere everywhere on Malta, and everyone living there develops a permanent dependence on it, even if they've never used it for its psychoactive properties. The people who comprise the Republic aren't merely Maltesians who resent the way their homeworld works, but are also people outside of Malta who have been negatively effected by it. Some are dependent on it, yes, but there are those who aren't. Those who are get their treatment, be it either via stabiline or cardamine purchased from dealers in Crayter or elsewhere. I hope this helps clear it up, or gives a better explanation than above.
As far as I'm aware, the reasoning has been outlined before.
The people of the Republic, and by extension the Lipari Colony as well, who need Cardamine or Stabiline for their dependencies receive it from Crayter. Those who aren't dependents don't need it, and those who do either get it or receive cheaper alternatives.
Lipari is no different, and usually ships it in from offworld. I'm going to experiment with cardamine-only habitations at Lipari to explain a better course of the substance so the Republic can cut expenses on it for their people in the future, but for now this is as close to an explanation as I can get.
