Then we can consider this Agreement concluded. We are open to further discussion regarding Omicron Union yet mind that a word "Union" is too strong for the framework we have chosen for the cooperation in question. This, however, is of no concern as long as the provisions to be reached benefit us both.

Herein find signed copy of the document, effective immediately. I hope, it will serve a good basis for future development of relations with the Core.

The Agreement of Friendship and Understanding
between the Core and Maltese Hispania

With a view to normalise and establish formal relations between the Imperium Omicronis, thereafter referred to as The Core, and the Maltese Unitary Republic of Hispania, thereafter referred to as Maltese Hispania, this Agreement of Friendship and Understanding is concluded.

Article 1. For the purposes of this treaty, the terms below shall be define as follows:

• Parties – parties to this Agreement, the Core and Maltese Hispania.
  
• Signatories - an official in the capacity of legally representing a Party.
  
• Lower Omicrons – Omicron Minor, Omicron Delta, Omicron Rho, Omicron Xi, Omicron Gamma, Omicron Lost, Omicron Theta, Omicron Kappa, Omicron Chi.
  
• Upper Omicrons – Omicron Tau, Omicron Alpha, Omicron Phi, Omicron Sigma, Omicron Beta Omicron Mu, Omicron Epsilon.
  

Article 2. The Parties shall recognise the legitimacy of each other’s governments, and their legal authority within their controlled space.

Article 3. The Parties shall refrain from interfering within each other’s domestic affairs, either overtly or covertly.

Article 4. The Parties shall refrain from hostilities towards each other unless in direct violation of their respective legislation, and strive to uphold amicable relations with each other.

Article 5. The Parties shall respect the spirit of friendship of this Agreement and pursue building positive relations between themselves and try to abstain from degrading this aspiration acts.

Article 6. Maltese Hispania recognises the Core as the primary lawful entity in Lower Omicrons and its legitimate borders and claims therein.

Article 7. The Core recognises Maltese Hispania as the legitimate successor to the heritage of Sleeper Ship “Hispania” and of House Hispania, and as the primary lawful entity in Upper Omicrons and its legitimate borders and claims therein.

Article 8. Maltese Hispania shall renounce any existing territorial claims in Lower Omicrons and shall refrain from such in the future, and adjust their legislation accordingly.

Article 9. The Core shall renounce any territorial claims in the Upper Omicrons, and adjust their legislation accordingly.

Article 10. With a view not to impede the goal of the Core in uniting Omicrons under the banner of Imperium Omicronis, Maltese Hispania shall officially rename all systems under its jurisdiction in Upper Omicrons containing the word “Omicron” so that the word in question is omitted, as well as guarantee renaming any other system in Upper Omicrons containing the word “Omicron” should it fall under the control of Maltese Hispania in the future.

Article 11. The parties shall convene periodically in a format of bilateral conference or a multilateral forum should it be subsequently instituted to discuss and observe the implementation of and adherence to this Agreement, upholding friendly relations, and discussion of other bilateral initiatives.

Article 12. The original copies of this agreement shall be stored at the archives of the Parties.

Article 13. Nothing in this Agreement shall be misconstrued as infringing the letter and spirit of this Agreement.

Concluded this year 826 A.S., on 27th of September.
