Bretonia would have a bit, but since 2/3 of its planets are prime farming land, it wouldn't have much of a problem feeding people. Its cheaper to feed Leeds workers without tastebuds sub prime beef (which I assume still comes from a caw, hence about 10-12 times as costly to manufacture as a grain product) than synth.
