No. It hasn't.

Yes, it truly is woeful that people keep trying to build sandcastles exactly where the waves crash upon the shore, and then complain that their little assortment of sand, which was built with minimal RP anyway, is washed away by a siege force that contributes an equally meaningless amount of RP on the matter.
It truly is woeful that instead of trying to play the game, there are always people like you who simply aren't content with enjoying the game for what it is. I'm sure silently supplying POBs for little to no profit, abusing pirates for being pirates and typically acting as a deterrent to interactions with some of the more lively regions of the server is beneficial. But this is, of course, sarcasm.
People upset over their POBs are like monkeys with their hands stuck in a barrel, but if they had the slightest bit of additional perspective to rely on, they'd soon realize that they could withdraw their hand from such a precarious position if they simply let go of the banana. And instead enjoyed an experience not motivated by attachment to things. All too often you see newcomers who make one of two mistakes, either they try to start their own factions with no idea of what they're doing, or they build a POB and quit when associated risks become an applicable and tangible consequence.
And regardless of this almost always being the result, people still keep doing it. Over the years I have concluded this to be quite simple. Some people are just insane and can't be helped to see otherwise.
