POB and player monitoring/alerting bot for Discord

Update 12:
This has been running on my test server for 6 months - I didn't add everything I wanted to so it wasn't release it at that time, but it is confirmed as stable and better than the current version.

Note - there are some permission changes so that pobbot configuration commands require MANAGE MESSAGES permissions. I'm not sure if these restrictions work or not.
I last modified this 6 months ago so there may be items not listed below which have changed that I have not mentioned.

Improvements:

• Base health is now displayed constantly, so !base command is no longer relevant. This is displayed in the same way as Player status messages.
  
• Player Alert messages are now removed when there is no longer any player within the defined area. This was previously removed after 2 hours whether still relevant or not.
  

Fixes:

• If the bot asks Discord about a channel and Discord gives an invalid response this no longer wipes the channel configuration.
  
• The previous pobbot status messages are removed more reliably.
  

Thanks again for your continued use and feedback. I may have some hosting problems in the near future but will update when this is more clear.
