Bug: Mission npcs dont spawn

I took a anto rogue mission for ln from West Point in new york, and it sent me in a triangle using the wp norfolk lane to somewhere SE of the sun. none of the waypoints mapped trigger, nor do the npcs at mission location.

EDIT: Same thing happened again after fruitlessly trying to abort the mission, loggin off and on, and taking another mission in NY.
