You can do this and as long as there is sufficient roleplay and time to respond given, you are not breaking the server rules.
My feedback is that using set messages as engagement notices with the regularity ships using this faction's tag are doing isn't the most engaging way of interacting with others, even if they are reds. It would be more interesting to see more actual words typed.

Hi, Mep, good to see you and good to know you expect better interaction with us. Rest assured this has been discussed already with the ranks -- some of our recruits are new to Disco itself, not only the faction -- and is being improved upon. Lemon for one has been working hard to instill proper naval procedures on the boys, just like he taught me back in the day.
As for me, I think multiple players who fly unlawful can attest that I am RP first, PVP second, and even on engaging I usually do 4 lines instead of 2 and take my sweet sweet time to start firing. Kage can vouch for this, half of [R] and some UN, XA too i think. Of course one man can't speak for the whole faction but, considering the role I'm taking in the 46th starting today, I'll do my best to make that the norm.
Which goes to my final point: Problem is we're using them or problem is we're ONLY using them? If it's we're only using /1/2 (and /3/4 in my case) we can work with ranks to switch them up frequently and make sure every pilot has some kind of personal flair, maybe on the second one. If the problem is the mere existence of said behaviour, I'm sorry to inform that we'll keep using them from time to time as, just like real military, we have Standart Operation Procedures.
We'll greatly appreciate your input on how to improve those, and I personally would like to discuss an arranged RP+pew once the siege is over.
Of course, if you're talking about the siege in Colorado, all bets were off the moment I saw what's going on, on both sides. We'll keep defending as quick as we can, this base will not die.
