Dead factions farming activity by afking has always been a thing ever since I joined Disco and I doubt it'll change, for better or worse. I think in some cases, having a faction that is semi-alive as a way to gatekeep a faction fully compromised of newer or less experienced players from doing whatever they want wherever they want is a good thing, though, since they do represent a faction and people, especially unexperienced people, tend to make mistakes. Normally that wouldn't be so bad but if you are the only representative of an NPC faction and all you do is behave questionably or OOC then people will start doubting you and your capabilities to represent an NPC faction, or you might even turn off others from actually wanting to play the same NPC faction.
