We are currently dealing with the legality of D9 freelancers. Until we hear back from Liberty Agencies I am giving the units under my command a free hand. Treat their vessels on case by case bases as per your judgement in accordance to Liberty Law. None of our contacts have confirmed firmly, willing to put their entire reputations on the line, that they vouch for the D9 being a legitimate Liberty Force with the mandate of other official agencies and/or the Liberty Government.
Operational change
Our rear admiral lower half James Reyna will be transferring to the 5th fleet. Strike Force units under his command are to begin the handover period that will see them report to their direct superior on the operational level - yours truly. Many people ask me "Van Leer - isn't it a little power hungry to try to control other liberty fleets by letting your staff freely transfer deep within their structure?"
To that I say - we are not one fleet. What we fight for are duty, honor, and ...Liberty. The 46th fleet has been dominating in terms of patrols, activity and operational missions for many months now - it is in our best interest that the rest of the Liberty Navy thrives too. It is with great honor and pride that we will see James Reyna spread the 46th Fleet's procedural excellence into another branch of the Liberty Navy and elevate them to new heights. He might have started as a cadet elswehere, but it has been the 46th Fleet where he made his name and rose to prominence, and he has been one of our own.
Without the shadow of the doubt the experience he gained in the Strike Force and 46th fleet will see him quickly rise through the ranks of the stagnating fleet, and Liberty will be more secure than ever in the process. It wouldn't even surprise me if our own admiral Reyna will be running the 5th Fleet in no time. Joint operations between the fleets are to be expected to rise to an all time high once the transfer is complete as well.
