Revert to 4.84 and unban every person whos been banned for more than a year

Perma ban should be removed as a whole.

Remove all kinds of shortcuts to getting new equipment for new chars, let people play for god's sake

Revert map to 4.85 too. Want my Alpha - Eta connection back so i can raid sairs.
