He has presented no evidence to support the "official" lie that the POB's were decaying even after repeated requests for that evidence. He holds stoically to the claim it was "legal" because a "post" was placed as his only defence. Ignores the truth and pushes on with the bleating mantra "It was legal, it was legal! And I changed the law to retrofit my claim to hide my cock-up".
