Why Pirate ID and not Order ID or even Coalition ID?

Part of that is to reflect the cell-like structure of the organization, as well as accepting the restrictions of the Pirate ID in exchange for not having any ZOI restrictions aside from attacking combat ships only outside of House Space.

In terms of roleplay, we feel that the Coalition would not fit thematically, and restrict membership only to characters from that area.

The Pirate ID allows a certain level of freedom, which we felt would be fitting. Edit: To add we intend to have these different cells actually be represented in roleplay, serving the same goal but in very different ways, as well as style of behavior and communication.
