Pirate ID can't attack combat ships outside house space, only pirate then attack if they fail the demand, btw, which was why I was curious.

Order has cells, and Coalition has a long range of ideology as well as groups of interest, and I guess you wouldn't want to be tied to diplomacy though.

Yes, I misspoke, Part of it is indeed not being tied to diplomacy, though with Pirate ID most factions are hostile anyway. While the Order does have cells, they also have a certain thematic that I wouldn't want to take away from the Order with the stuff we're working on.
