I think you didn't think this through enough. as a former Pirate ID enjoyer I can assure you that Pirate ID is absolute trash because the staff has put a consistent effort since last year to keep nerfing it constantly, to such point that you are not allowed to make non-monetary demands and you're also very restricted about cargo demands. That means, if you for example, demand someone to leave a system and then shoot them for refusing to comply, don't be surprised your name appears in a sanction thread next week, and that sort of stuff.
I think Order ID and Coalition ID gives you much more freedom to engage your targets (which I assume will be Auxesia first and foremost, and nomads, outcasts and robots secondary) and neither Order nor Coalition have ZoI limitations unless you wanna go out in capitals. The problem may be that you will have to attach the faction itself to the Order or Coalition, like it or not.
Another solution for you to keep the faction fully independent could be trying out with Freelancer ID and registering in some official unlawful bounty boards that allow you to shoot the people you hate, DTR for example last time I checked has a decent board that lists most of your enemies as targets. You work your relations with the powers-that-be, get funding or sponsors, get recognition in the unlawful world and then try to push for an official ID if you can be bothered with that.
