Just as a note, if you alter the size of a ship, it completely changes it's balance.

Case in point is well, the Rheinland Battleship. It's big, it's brutal, it'll eat your children.
Size it down up 4 times and it's a barge with armour problems.

Size does matter in balance.
It doesn't matter in terms of FL technology, sometimes.
