Type: Balance/NPC issue
Bug: NPCs do not deal shield damage to each other, any damage between them is dealt directly to the hull

Reproduction Steps:

Watch NPCs fight - in my case, I watched them fight in Leeds (the molly transport that always spawns) and in California (LPI vs Rogues)
Observe their shield, shields do not go down at all.
NPC ship blows up when hull is gone, with their shields still fully operational.

I want to get off Mr. Igiss' wild ride.
