Guten tag Ministry Officials.

I am submitting this proposal on behalf of the Kaiserliche Rheinwehr, the Admiralty has agreed to move forward with it, and if needed I can forward written authorization.

This proposal would see the construction of a military armoury within Sigma-15, located by our already existing firing range in the system. This station intended to fulfill multiple purposes, ensuring excellent taxpayer value and maximum military efficiency. These are as follows:

1. Provide improved weapon testing facilities to complement the existing infrastructure within the system.

2. Create added training space for both existing and newly formed units.

3. Form a large garrison within the system to deter enemy raiders, whilst providing a QRF base for raids on civilian targets, such as the Hammersee penal colony.

4. Allow for the safe storage of heavy weapons, munitions and volatile fuels well away from civilian zones.

5. Provide military capable repair berths in system.

The proposed station designation is "Festung Grauerort", drafted by the operations staff in Sigma-15. I suspect you have no objections to this name or proposal. Assuming that is the case, we report we are ready to begin construction as soon as we receive official approval. If you still require the regular funding, we have allocated extra budget in our operational funds to make such payments.

The construction operation as well as eventual garrison and use will be done by attached Rheinwehr forces in system, with some aid from civilian contractors. Upon completion forces are ready to redeploy from existing staging posts and begin operations at once.
