Bug: Inadequate Rephacks

The lack of rephacks requires a newly created Rheinland Military Capital Character to buy a Daumann bribe in order to purchase Capital Ship weaponry.

I believe BAF and BMM do not have this issue, but it would be worth a check. - Portsmouth
Kusari has its Capital sellpoints KNF - Kure
Liberty has its Capital sellpoints LN - Norfolk
Gallia has its Capital sellpoints GN - Rambouillet(?)

edit: the rephack to the respective corporate should extend to all three law enforcers; Police, Military, Intelligence.
