Yeah, I almost commented on this as well when I first saw the post. If you build a base in Nomad territory, basically just roll a 1d10 every month, and if you get a 3 or less prepare for a siege. There's no real way to predict it, to predict the strength behind it, or to predict the dedication to it either. It's 100% random chance.
