We are Sad that you won't Grant us this License after all that Orbital has done for the Kingdom in the Past. We are Also Concerned that The Kingdom of Bretonia won't Recognize Orbtials Neutrality and Sees this as Grounds to Reject our License Request. For your information, I have included all the other Relations to the Great Houses of Sirius in this Message so that you can Ensure yourself that we Treat everyone the same.

As for your Other Accusations, I can Assure you that Orbital Spa and Cruise has no Contact with any Terrorist Organisation and we dont wish to have any. The Mollys of Dublin have Pirated and Plunderd Orbital Vessles in Dublin and Bretonia in the Same way as they did this with Any other Company they came across. As Proof of this, I have Attached the Reputation Sheet of another vessel of ours. We have no idea what kind of Error might have occurred during the Transmission of the First Sheet.

But if all of this and our Past Services for the Kingdom are not Enough to Prove our Friendship and Good Standing to Bretonia and its People then I fear that we have Misjudged you Greatly. But nonetheless, we Accept your Decision and will no Longer Bring Cigars into Bretonian Space. But this Might Lead to a Reduction in Passenger Travel and to Delays of Ships into the Kingdom as we have to Make Special Flights with Ships that are Consistent with the New Laws in Bretonia. So Please Inform your Transportation Ministry accordingly.

We hope that you Reconsider your Stance after all of this Additional Information. But should that not be the case then Please Send us Back the Licensing Fee that we have already provided to the Kingdom's Coffers. If not then we might have to Solve this issue in front of her Majesties Courts.
