As an extension to what Seapanda has said, **CURRENTLY** Official Faction Perks work on the basis of "ask us what you want, and we'll tell you if it can be done" (taking into account any roleplay supplied and dev work needed)
I still enjoy this game alot and the efforts put into it by staff, but my experience, since Interspace became an official faction in 2023, was finding so many admin perk requests go unanswered that it became frustrating so I'd stopped trying. My last player or Faction request at end of 2023 didn't even get a response, despite having Kusari check it out. Even 'you cant do that, here's why' would have been better than nothing at all. It kills enthusiasm.
Hopefully it's better now, as timely response to requests including simple base licenses and government RP often makes or breaks the momentum of gameplay for many.
I as well have been holding my breath waiting on OF changes.
