We also want to add if we can register one battleship as the spearhead of this opportunity, and then we are going to limit ourselfs to what will fit the general level of the event, if there are 5 cruisers we are going to bring a force equal/if the majority of the ships are bombers/snubs and gbs we want to match that force
Basically, my opinion is that you cannot know general fleet movements at all, even if they are within your ZOI. At most you will get a small indicator before an assault or retreat, and hope that you have assets in place to react. The moves made at the dispositional level basically happen based on educated guesswork. Since Core does not have ZOI in Dresden or any nearby assets, they're unlikely to know about this, or to be able to do anything about it if they somehow learned.
However, I'm always interested in seeing people create RP. So if you can roleplay out a comm with one of the listed factions, or write out a good story about gathering intel, I will consider you adding to the config. I've done this before with different events, and I currently made this offer to The Wild. But you can always participate as long as you follow event rules and the server rules (mainly about ZOI and metagaming). I rarely forbid factions from participating, but not being on the config means you won't get access to any rewards for doing so.
Regarding battleships/dreadnoughts: only the immediate combatants and their allies are getting them. This is to better represent the story where no one else has assets in the exact place at the right time to blockade the route, and to reduce heavy cap spam which often worsens gameplay during convoy events. So you won't be getting one, sorry.
