Reproduction Steps:

• Step 1 - Go to Cologne
  
• Step 2 - Target Escher and go there
  
• Step 3 - Sit and let Npcs spawn; You will find Unioners, BHG, Hessians and Technocrats spawn.
  

Additional Information: I am unsure if the Technocrats are a leftover from the past or if they are intended there.
