Bug: GC base is buying artifacts instead of Hogosha base

Reproduction Steps:

Buy artifacts on Crete
Fly to Kamakura Base (Hogosha) in Sigma-59 system
Proceed to sell it and realise the commodity dealer is not paying a proper price anymore.
Check FL Stat / Darkstat and learn that Nishiara Base (Golden Chrysantemums) is buying artifacts instead
