Second of stop saying "we", it refers to collective mass, and in this context that mass would need to have reached a state of consensus on the matter, which evidently we haven't if there are so many people talking about it. Granted you can argue that you have the majority of the vote.
And, unless things have changed since I last flew an Outcast Malta exists in a highly controlled state of government run by a small collective of economic leaders who set all law and all stance for the entirety of the Maltese people. Military service is paramount to the "defense" of their home, as they see it. Or I should say, as they are told to see it.
Actually, back reading for a moment you've summed it up quite nicely, Malta exists in a state of pseudo-military control with a civilian figurehead council sitting high. I'm not here to argue this point though, I'm simply explaining my viewpoint to you darling.
I feel, as others have said that with time and effort cloaking could be implemented and balanced, and yes it would take a great deal of work. I see enormous RP potential, but that can't be either realised or dismissed as the matter has never been field tested, so how do we know how it would affect Discovery? We don't, and we can't unless we test it. Anything else would be supposition based on previous events on different servers, something I don't hold highly as credible evidence to the downfall of an idea.
