That friendliness to the Phantoms is a Convenience, and, assuming we get our own tag, will drop to neutrality, I suspect. The main reasons for friendliess to the Phantoms are that they both provide an excellent distraction from our own activities, and that they're a reliable, if evil and insane, military force that could have been called on in times of need. Now that the Coalition is expanding, it is debated whether we need to associate ourselves with such monsters any longer. However, it may be decided that the final victory is a long way in coming, and that the soldiers of the revolution will have to put up with such monsters yet. Remember that McIntosh is absolutely insane, as well. He might think the Phantoms are find and dandy people, and that we'll keep working with them
And you also have a point about the Order. We'd hope that they'd continue to fight the loney war to the north against the Nomad threat, but who knows? If the leadership of the Order decided that, no, The Coalition are too much of a threat, then I'm sure we'll be hostile to them. If, however, they decide that don't really have a chance and they'd like to use us much as we use the Phantoms, all fine and well.
Essentially, the diplomacy for us is still written from the PoV from the Houses that the Coalition is not a major threat, so The Order are content to let us piddle around down south and occasionally wack some nomads, and the other houses just fight us off when they come to us. However, with a change from a small band of revolutionaries to a demi-house, the attitudes of people in high places will likely begin to change, I'm sure.
