I agree entirely with Hyung Soong's opening post. OORP actions are dealt with by admins, no need for players to spam system with how pissed off they are at the actions of someone because they believe it to be OORP.
Also, actions by said capital ship would meet an appropriate response from both their own government, and hopefully the local Military (101st appears to take a dim view of rogue ((not Rogue)) capitals, for example). After all, using cruisers to attack traders (npc or otherwise) is not a very defensible use of resources and would draw unwanted military responses to the homes of those affiliated with the faction the capital ship belonged to.
Actions are simply the first spark, consequence is where the real RP lies in my opinion. I killed this man, so now I must run from my home and loved ones. My loved ones may have been killed by my enemies. Do you really want to get in my way right now?
Truly OORP players would not reach this point of consequence, and presumably be sanctioned. This is a punishment against the person behind the screen, not the character and either they begin to comprehend consequence within a Roleplay environment by its mirror in their connection to Discovery being cut - or they don't and suffer repeated sanctions. Or leave.
