simple answer - i think there is no time. its more imporant to fix and finish the ships we have now which are several dozen new ships already. - we better balance those and make sure they are without bugs before rushing even more ships.

while the idea of the ships is nice - they are not really essential at this time. - kusari has the cruise liner, rheinland sells the luxory liner in stuttgart system. and as far as i remember, a militaristic goverment like rheinland would use the cruiser ( as shown in the singleplayer ) as their "common VIP ship" - it servers all purposes, its armoured, armed and probably can be outfitted quite comfortably, too.
