The thing is, in real life, smuggling at sea is usually dealt with by the Coast Guard, right?

Aren't the Coast Guard often considered military?

Note that 'petty crooks' in Disco have access to advanced, military technology such as gunboats, bombers, level 9 and 10 guns et cetera. That's like a robber armed with an assault rifle or tank.
