Police Factions - Ment to Fail?

Cut to the chase. Military can have anything from LFs up. The police are stuck with LFs.
This stops them from being a threat to smugglers/hardened criminals and therefore not a good career choice in the FL universe.

In RP, a police man will not usually stand up to a heavily armed soldier in a one to one situation. Police need some sort of vehicle they can use to get the pirate/smugglers attention.
I'm not sure a policeman can't have a gunboat or a bomber. Ok, not many but have you been passed the houses of parliament recently?
How about some US embassy in some far flung country?
They don't just sit in squad cars these days with a pistol or baton. The majority do..... but not all.
I think they should be allowed a gunboat, maybe a few bombers. Put them on a duty roster (one per group or something). It should be enough to deter smugglers and even slow down the odd military incursion until help can arrive.
One other thing, why don't the pirates use LF's?
LF's can be deadly. Ask the Outcasts when they got the Tigersharks banned from the Corsairs.
