Personally, I think the Police tag is NOT generic. Yes, you start with it. BUT. It's a Liberty Police tag in the end. If you saw an American police jet to Iraq or a similar country today, you can imagine what would happen. The same thing is in the game: if you're identified as something on the outside, people may not have the time to scan before shooting; especially traders, who tend to cruise along on their route instead of stopping. I agree that new players should be more sensitised to stuff like this, although I'm not feeling original enough at this hour to think up a good way to do that.
