New command idea

I think that this is a good idea. It's similar to the KoS list idea. Both the KoS list and this could be implemented in a similar way to messaging system. I'll drop this into the user command wish list topic (I track that topic and I'll be able to find it again). I'll have a look at implementing this in a few weeks...unless someone else does it first.

I'm not too worried about the impact on the server performance; this sort of thing doesn't usually impact it significantly. The notes would be associated with a single character in the same way the /setmsg command is.
