My suggestion would be to set the limits for the cloaks to:
Light:
200 - all snubs or...
255 - this would include the Grizzly but sadly also the Bottlenose.

Medium:
1000 - so it includes all BCs or
1250 - so some smaller transports becomes interesting keeping this in mind.
