It's only such due to the fact that the Colonial Remnant doesn't have it's own NPC faction.

Had it had an NPC faction, I'd wager that the whole of 44'd belong to them, and most probably Nyxes, and Zephyrs, if not Hydras as well.

All of it's IMG because the Colonial Remnant was part of the IMG until some point in time.
But you can't change the infocards if there's no NPC faction.
