However, the Kusari revolutionary forces... can't. This is why my previous suggestion was "fix the Kagutsuchi, then figure out what needs to happen with the Kusari Destroyer". I stand by that suggestion.

The Dragon Cruiser with it's forward gun will never be very good against GBs or small cruisers, cause it can't be good vs both big ships and smaller ships.

Pair of dragon gunboats with their medium powerplant and forward gun, should be able to kill a Kusari Destroyer. I know it cause once I got killed in my Cap 8 one by a VHF and one of these GBs.
