Actually... After a bit of discussion with Igiss, it still is. Rheinland is a Fascist Theocracy, where the Gottkanzler is viewed as a god by many, and as the supreme ruler by others. Either way is fine with him, but he doesn't like disloyalty (as you'll notice from a few executions that have happened in the RM's past history).
Out in the border worlds religion might have either died completely or become central focus due to the difficulties of survival. People may either be thanking their respective god, or asking why he wasn't there to save Mr.Corsair1 or Ms.Outcast4.
