Greetings--Select individuals known to you can privately vouch for my identity but for security reasons neither I nor they will be revealed here.

I am responding in this session as I wanted to be certain all ramifications of these proposed actions are considered. If the Congress sponsors select members to act as a strategic military wing there are inevitable repurcusions. If at any time enemies of Junkers publicly establish that any action by this force is sponsored by the Congress, it will lose its neutrality in those issues and in fact be suspect in all subsequent stikes and actions by other Junkers.

If independent Junkers take actiion in future, then the Congress can always be "accused" even if not involved. The taint and suspiscion will be permanent. No matter the intent, if at any time it is discovered the Congress sponsors covert military operations directly with its own forces that it supports and provides, it will no longer be seen as a primarily political faction but instead as a military one.

Using the Kusari situation as a hypothetical example, imagine some of the possible consequences:

1. The Zoners would have to distance themselves from any direct support as they cannot side against a house.
   
2. The Hogosha could appeal to the Corsairs to embargo the Congress from the artifact trade.
   
3. Relations with the IMG could be damaged and cut off supplies of their equipment.
   
4. The Congress would be identified as an ally of Bretonia, damaging its trust with criminal groups.
   
5. Gallic factions could view such actions with grave concern that could affect Gallic Junkers and relations with the Council or Monarchy and their allies.
   

As a known, public and accepted political group in Sirius, strong responses will be evoked. This will not be seen as a case of a handful of independents attacking but of a faction sponsored war group. It will also pull forces from the standning members of the Congress and weaken its defense of its own assets--unless these forces will publicly defend it...bringing us back to the hypothesis above.

Exercise caution in this decision. We have established a small independent force with no ties or direct affiliation to any single Junker group. Its members are independent and bear the consequences of their actions alone. It is at the disposal of all Junkers. If the Congress goes ahead with the formation of the Jackal group for use in house and strategic conflicts and wishes to bear this burden, I will instruct our members to join it if they wish. If the concerns above seem relevant, we can work in conjunction with your needs--offf the books and covertly.
