Why Zoners can freely access houses?

Just to point out my edit, as the point it has seems to have been missed.

When was the last time you saw a Zoner NPC in a house capitol system?

Are you proposing that we bore ourselves to death by imitating the NPC's course of action?
The whole thing of using NPC's actions as a leading example was discredited years ago.
