Why Zoners can freely access houses?

No, not at all. I have nothing against Zoners. I used to blow up everyone in Gallia. Problem is, I've seen Zoners claiming Zoner Neutrality in Gallia, and that if we'd kill them, they'd report us to the Zoner council.

So kill them, and let them go crying with no basis for their claims.
When they learn that they are suppost to be hostile the problem will solve itself.
