Why Zoners can freely access houses?

We Zoners need supplies.... Like every faction the zoners are not totally self sefficiant (or however that's spelt)
We need stuff....like fuel for instance
We go there to trade.... Zoner warships entering house space? Eh, should not happen much. But they should be allowed to visit, with the government's permission

But again.... should not be a common thing for Zoner Warships to wander into house space

Kikatsu nailed it. We don't produce everything we need so we do have to venture in to house space from time to time to get things. Also, there are some places many traders don't want to go through because of pirates, Corsairs or whoever and Zoners are a bit more willing to make those "tough" runs to and from house space with needed supplies.

Cap Zoner ships in house space? Not often. But, we do have to get to say, Ames Research or FP2 in Bering from time to time for security purposes and the only way there IS through house space. On that rare occasion, we'll announce our arrival to the authorities and ask permission, trying to avoid places like Manhattan if possible.
