New rules for chat and general in-game behaviour?

Now, I haven't read all the posts here, but I've read quite a few, so I apologize if this doesn't make too much sense.

If I remember correctly, the servers name is "Discovery Freelancer 24/7," right? I think it should be changed to "Discovery 24/7 Role-Play" to eliminate ANY chance that someone could think that it ISN'T a RP server.

Then, there should be rules, or "code of conduct" that says you should stay in character unless A) you denote you are not somehow (parenthesis, dual asterisks[my preference], "OoC: <text>"), or B) in New York or Connecticut, as New York is No-PvP and Connecticut doesn't "really exist."

Group chat is iffy, as is private chat.
